Rikers Island Custody Overview

NYC Department of Correction operates the Rikers Island jail facilities for all five boroughs, including Richmond County. The system is not one Richmond County jail building. It is a citywide jail network that receives people ordered held by the courts while they await trial, serve city jail sentences of less than one year, face state parole warrants, or wait as state-ready prisoners before transfer to state prison. A Richmond County defendant who is not released at arraignment may be assigned to any suitable DOC command based on classification, gender, age, health needs, separation issues, and bed space.

North Infirmary Command houses people with acute medical needs or ADA-related housing needs. West Facility includes single-cell units and a Communicable Disease Unit. Rose M. Singer Center is listed by DOC as an 800-bed facility for women in custody and includes a 25-bed nursery. Rikers Island Jail Population

Rikers Island population figures are published as part of the citywide DOC system, not as a Richmond County-only count. The FY2026 Preliminary Mayor's Management Report listed the NYC DOC FY2025 average daily population at 6,823, up from 6,206 in FY2024 and 5,873 in FY2023. For the first four months of FY2026, the same report listed average daily population at 7,305 and population as percent of capacity at 93%.
